With a shortage of public money, marinas will need to ensure that their impact on the economy is recognized and considered worthy of being kept on the list of funded projects. There are tools at the national level already available that will enable marinas to demonstrate the level of economic impact their operations make on the local economy. There are additional opportunities available, provided California marinas are willing and committed to refine these tools, so they are more representative of and applicable to California's situation.

Teresa Herbowicz has been working as a research specialist at the Recreational Marine
Research Center (RMRC) at Michigan State University (MSU) since 2007. She has been involved
in several research projects pertaining to boating: profiles of boat owners, general participation
in boating (for the National Marine Manufacturers Association, West Marine, and U.S. Coast
Guard), impact of fuel prices on boating (for the National Marine Manufacturers Association),
monthly participation in boating by Florida boat owners, the Florida Marina Monitoring and
Tracking Survey, the Boat Launch Ramp Inventory (for the Florida Marine Trade Association, and
Marina Associations, the Association of Marina Industries, and the Florida Fish and Wildlife
Conservation Commission).

Randy is the President and CEO and a principle with Almar Management Inc. He
has designed, developed, constructed and managed marinas of all sizes both
domestically and internationally for more than twenty years. The many projects
include the renowned Marina Cabo San Lucas in Mexico and the beautiful Ko Olina
Marina in Hawaii just to name a few. He is a past president of MRA and many
other professional organizations.

Alan Gin, Ph.D., is Associate Professor of Economics, University of San Diego

Alan Gin is Associate Professor of Economics at the University of San Diego. He
received a Bachelor of Science degree in Economics from California Polytechnic
State University at San Luis Obispo, and his Master's of Arts and Ph.D. degrees,
both in Economics, from the University of California at Santa Barbara. His work
experience includes stints with the Community Development Department of the
County of Fresno and the Public Works Department of the City of Oxnard.

Professor Gin came to the University of San Diego in 1988, after having previous
taught at Loyola Marymount University and the University of California at Santa
Barbara. He has taught undergraduate courses in Principles of Economics,
Statistics, Intermediate Microeconomics, Urban Economics, Public Finance,
Environmental Economics, Industrial Organization, Managerial Economics, and
the Economic Development of Asia. Graduate-level courses taught include
Statistics, Quantitative Methods, Managerial Economics, the Business
Environment of Asia, and Doing Business with China. In 2001, he was awarded
the USD Parents' Association Award of Excellence after being nominated by one
of his students. He was voted "Professor of the Year" by the graduate business
students at USD for the 2002 - 2003 academic year. Professor Gin is one of the
affiliated faculty members of the University of San Diego's Real Estate Institute.

His other research interests include local public finance, urban transportation,
and the economy of San Diego. On the latter subject, he is best known for
developing and publishing the University of San Diego's Index of Leading
Economic Indicators for San Diego County, a monthly report on the outlook for
the local economy. Professor Gin's insights on the local economy have made him
a popular source for interviews, and he has given nearly 800 interviews to local
and national media sources. He has been quoted in the San Diego Union-Tribune,
the Wall Street Journal, the New York Times, the Los Angeles Times, the San
Diego Daily Transcript, the San Diego Business Journal, and other publications.
He has also been interviewed on KPBS, KFMB, KOGO, KSDO, and KCEO radio, and has
made appearances on KFMB, KGTV, KNSD, KUSI, KSWB, and XETV television. For his
work on forecasting the local economy, he has been named to the San Diego
Business Journal's "Who's Who" list.

Wayne Gardiner is Assistant Vice President for West Marine Inc., a boating
supply retailer with 370 stores in the United States, Perto Rico and Canada. He
has worked in the marina industry since 1980. He has held positions as a Store
Manager, District Manager, Store Operations, Director of Loss Prevention and
now AVP of the Asset Protection Department. Gardiner has worked in all facets
of the retailer environment. The last 12 years has been focused on the Asset
Protection front. His current focus is asset and key product protection, security,
safeness, associate training and ORC (Organized Retail Crime). He can be reached

Randy has worked for URS Corporation, formerly Cash & Associates, since 1981
handling various waterfront-related projects. Prior to coming to URS/Cash &
Associates, he spent 8 years working in both the petrochemical industry overseas,
and then managed the design and construction of commercial buildings in the Los
Angeles Basin.

Since joining Cash & Associates in 1981, Randy has been involved with every
waterfront project associated with the firm, ranging from seawalls and slope
protection, breakwaters and dredging, floating dock systems, and piers and wharves.
Randy has been dealing with local, state and federal permitting agencies on each
waterfront project passing thru the office, and brings a practical experience to
the processing of these various permits.

Topic 3  Grant Applications - An Operator's Perspective

Sierra Marina filed for and received two separated grants from the Department of Boating and Waterways on the behalf of Fresno County. The Marina applied for the grants, did all the paper work and filings for Fresno County. Sheldon can share great benefits from these grant monies and also some of the pitfalls to watch out for in the granting process.

Sheldon is owner and Chief Operations Manager of Sierra Marina, Inc. The
marina has been a family business for the past 24 years, a fresh water
marina with 400 slips, 175 dry storage spaces for both winter and summer
needs. We also manage a rental fleet of 37 boats and have a full service
engine repair facility for our customers needs. Sheldon spends most of
his time working on the customers' boats as he is the marina's head mechanic.
Sheldon graduated from Fresno Sate University in 1991 with Bachelor's of
Science Degree in Electrical Engineering.

This seminar would be an overview of the necessary steps for planning and executing a marina dredging project. Dr. Joshua Burnam is a Senior Project Manager at Anchor Environmental,
where he specializes in all aspects of planning, permitting and construction
management of waterfront projects, including dredging and marina projects
on the West Coast. Prior to joining Anchor, Dr. Burnam functioned as a Senior
Regulatory Project Manager and regional Subject Matter Expert (SME) for
dredging for the United States Army, Corps of Engineers Regulatory Program.
Dr. Burnam was the Los Angeles District Regulatory Dredging Coordinator;
Chairman of the Dredging Operations Subcommittee of the Los Angeles Contaminated
Sediments Task Force; a member of the Corps/EPA National Dredge Team; Corps of
Engineers Representative on the California Statewide LNG Interagency Task-force,
and a Senior Regulatory permit manager in Los Angeles County. He is a graduate
of the UCLA Environmental Science and Engineering program, and in his spare
time enjoys UCLA Sports, Fishing, and SCUBA diving.

Larry is an Employee Relations Management Consultant, Mediator and Trainer in
Marin County. He has been in private practice for over 19 years and focuses on
helping marinas and harbors who are periodically confronted with problems with
employees. In a nutshell, he is the on-call H.R. manager to the marina industry.
Further, he also assists corporate H.R. Managers when they request an outside
consultant to conduct an investigation or present specialized seminars.

Larry specializes in solving problems with managers and employees, mediating
conflicts, counseling personally troubled and often non-productive employees;
writing employee handbooks and personnel manuals; investigating complaints of
sexual harassment and other forms of discrimination; responding to wage and
hour questions; interpreting and applying the various state and federal leaves
of absence; answering inquires about Workers Compensation, State Disability,
Unemployment Insurance and the Americans With Disabilities Act; recruiting hard
to find job candidates; and conducting specialized training. He has been
retained as an expert witness at sexual harassment trials and mediations involving

Topic 1  Marina Fueling Regulations

This session will discuss the State Water Resources Control Board's renewed contract with Underwriters Laboratory (UL) to complete and publish the standards for the design and construction of marina fueling systems. This session will also provide information on Petroleum Equipment Institute's (PEI) recommended practice on Marina Fueling System Installation that is currently under development. Information presented will assist marina fueling facility owners with improving system design and operational requirements.

Laura Chaddock is Chief of the UST Leak Prevention Unit at the California State Water
Resources Control Board (SWRCB). Ms. Chaddock has been involved in the implementation and
development of California's UST Program for the past 14 years; 5 years as a lead local agency
field inspector, 5 years for the UST Leak Prevention Unit, and the last 4 years as Chief of the
UST Leak Prevention Unit. Ms. Chaddock recently worked directly with the Federal United States
Environmental Protection Agency in the development of the federal UST program guidelines
implementing UST provisions of The Energy Policy Act Of 2005, and currently serves on a
number of technical committees including Underwriters Laboratories (UL) 971, 58, 1316, 1746
and Petroleum Equipment Institute's development of the Recommended Practices regarding
marinas.

Chris Lauritzen III has been a partner and the harbor master of Lauritzen Yacht
Harbor in Oakley, California, since 1976 where he's happy to say he's worked
alongside his grandfather, father, and his sister in operating the harbor the past
thirty-two years.

Chris operated towboats for fifteen years working on his father's towboats,
pushing barges, and towing dredges through out the Delta and the Bay. He holds
a U. S. Coast Guard License as the Master of Towing Vessels upon Inland Waters,
as well as a 50-ton Near-Coastal endorsement. Chris has been a reserve deputy
sheriff for Contra Costa County for twenty-four years working in the Marine
Patrol Unit in the Delta and the Bay. Chris has completed a 40-hour course
at the oil spill school at Texas A & M in Galveston Texas.

Mr. Puder began his career in construction management with Turner Construction by building a
variety of multi-million dollar projects. His first project as construction manager was the Contra
Costa County Detention Facility in Northern California valued at approximately $26 Million dollars.
In 1981, Mr. Puder focused his construction knowledge to design/building a variety of marina
projects. He managed marina projects from the stages of early design throughout the final
punch list. In 1991 he opened his own construction firm that specialized in the installation of concrete dock
systems. Naturally, this lead to many successful installations for BMI jobs throughout the country.
In 1998, Mr. Puder joined the BMI team as the General Manager of the Southwest Division. He has
over 22 years of experience in the design, management and construction of waterfront and
floating structures on the West Coast.

Eighteen years ago, in 1990, Shaun McMahon took the helm, as General Manager at Shelter
Cove Marina in San Diego's America's Cup Harbor. Shelter Cove has been thriving ever
since as one of the most sought after marinas around. Shaun's background is in accounting
and finance, having completed her undergraduate work at SDSU and obtaining her MBA from
the University of Phoenix. While at SDSU, she served as president of the alumni's Women
in Business Association.

While working in the marina industry, Shaun has involved herself with several
committees and organizations focusing on issues of environmental pollution and regulations
that affect the recreational boating community. From 1998-2000, she served on the San
Diego Oceans Foundations Board. Currently, Shaun is spending a great deal of her
extracurricular time as the San Diego Regional Certification and Review Coordinator for
the California Clean Marinas program. Thanks to Shaun and her colleagues at the CMC program,
more than 70 marinas in the state have been certified and marinas are calling daily to
schedule reviews. This program is vital to the protection of the natural environment
necessary for a healthy recreational boating industry. The program is completely voluntary,
and plays an integral role in avoiding costly, cumbersome regulation that might otherwise
prove to be a stranglehold on this industry.

Shaun has also ably served on the Marina Recreation Association Board of Directors
for the last seven years and is currently Treasurer. When she isn't juggling all of these
professional responsibilities, she is a devoted and doting mom, residing in Chula Vista
with her five-year-old.

David M. Smith began his career in the marina business in 1973 with partial
ownership of Herman & Helen's Marina on the Delta in Stockton, California. He
has been President and Chief Operating Officer of WRI since its inception in
1983, and was Secretary/Treasurer of Tower Park Marina (1975 through 1988).

Smith has been an avid boater for many years, and is involved in all aspects
of the marina industry. He is Past-President and current director on the Board
of the Marina Recreation Association, and currently serves on the Legislative
Committee. He is Past-President of Delta Houseboat Rental Association and
Past-President of California Delta Chambers and Visitors Bureau. Smith took
part in the California Boating Safety Commission, Marine Fuel Dock Advisory

Tim and his wife Linda took off sailing in 1997 and completed the Baja Ha Ha. Shortly upon
arrival in Cabo San Lucas, Mexico. Linda was hired by Almar to be the co-manager of Marina
Cabo San Lucas. Four years later Tim and Linda became co-managers of Cabrillo Isle Marina in
San Diego, another Almar Marina. After re-building the Marina Tim accepted a position within

Thomas Jefferson School of Law, where he teaches a "survey" class. He is also
a non-voting member of the San Diego Harbor Safety Committee. By
appointment ofthe California Bar Association Board of Governors Mr. Weiss sits
as one of eight members of the California Bar Associations Admiralty and
Maritime Law Consulting Group, which is establishing standards for formal
certification of qualifying California attorneys as "specialists" in
admiralty and maritime law.

Topic 2  Understanding Prop 65 and its Effects on Your Business

California's Proposition 65 prohibits businesses with 10 or more employees doing business in California from exposing product consumers, employees, and surrounding communities to chemicals which are carcinogens or reproductive toxicants without a clear and reasonable warning, and also prohibits the discharge of those chemicals into sources of drinking water. Diesel exhaust is on the list, for example. This discussion will include other examples and what you should do to protect your business.

Technology provides the ability to streamline and improve operations when we have exhausted other standard methods. Automation picks up where operational technique leaves off. Whether it is an enhanced central office network (or remote access to that network), a modern marina management software, web-based tenant support systems, or wireless Internet capabilities, any or all of all of these create a perception of progressive and proactive marina management practices that will attract more boaters and keep existing ones. Bottom line ... the implementation of technology will keep you competitive.

What are your challenges? Reducing overhead? Creating additional revenue sources? Managing reservations or waiting lists better? Offering more technology-related services to your boaters? Or just keeping in better touch with your tenants (or making it easier for them to keep in touch with you)? Of course, we all want potential tenants or guests to look at our marina first. The opportunities that technology offers are imperative to this goal.

As the boater demographic changes, so do their expectations. More affluent boaters will want - will expect - the same technology they can get at the local coffee house. It doesn't happen overnight, but getting started now by laying down a well-engineered technology foundation will get you moving down the right dock. Jim became involved in marina construction and management following a twenty
year career in law enforcement. As an investigator and member of specialized
units, he was called upon to evaluate and determine threat potentials to major
entertainment and business professionals, as well as being involved in the
duties involving dignitary protection.

As a California Licensed Private Investigator and credentialed teacher, Jim
has instructed other professionals in the techniques, procedures and proper
protocol in safety and security involved within the workplace.

Involvement in boating started at age 13 with his first boat, later living
aboard a sailboat with his wife for over twenty years. Upon retiring he
became a marina consultant building two marinas for resort hotels in San

Mark was born in 1960 and raised in Illinois before moving to California in the
early 1970's. He obtained an undergraduate degree in English from Cal State University -
Sacramento in 1981, and received the Top Twenty Senior Award at graduation.

Mark conducted one year of graduate study in English Literature, and taught for a
year at Johannes Gutenberg Universitaet in Mainz, Germany. He then worked as a
manager for the Army & Air Force Exchange Service in Germany for four years, during

Yvonne Cantrell is Vice President and Controller for Water Resorts Inc., a marina
management company located in Lodi, California. She has worked in the marina industry
since 1979. She was Regional Manager of Tower Park Marina in Lodi from 1992 through
1996. Cantrell has been a director on the Board of the Marina Recreation Association
since 1992, serving as Treasurer and President during her tenure. She is Past-President
of California Delta Chambers and Visitors Bureau. She obtained her MBA from University

Bryan Church has been in the marina business for over 18 years. In 1990 his company
was awarded the permit to build and operate Bartlett Lake Marina outside Phoenix, AZ.
Since then Bartlett Lake Marina has become a full service, 350 boat marina.

Church believes that marinas should look for other profit centers within their current
operations. In 2002 Bryan, along with his brother Eric, started Bartlett Lake Boat Club.
Bartlett Lake Boat Club has had annual revenues of well over $300,000.00 and the club
has brought in an additional $50,000.00 in store & fuel sales per year. He believes that
the boat club concept is the best way to introduce people to the boating lifestyle.

After several years of successfully operating the Bartlett Lake Boat Club, Church and
his brother Eric partnered up with Ryan Kinnear to create their own management/ reservation
software that could be offered to other marinas and boat rental operations. BoatClub Manager &
BoatRental Manager has been used by Bartlett Lake Boat Club for the past 15 months and is the
only program that can manage both boat clubs and rental operations online.

Topic 3  The Future of Anti-Foulant and Non-Toxic Boat Bottom Coating and the Effects on Marinas

This presentation will cover the Total Mass Daily Load (TMDL) designation in Shelter Island Yacht Basin and the effects the TMDL will have on most if not all Marinas in California. The TMDL refers to the allowable levels of copper and other pollutants in the Water Column in and around our marinas. Mr. Nielsen will discuss the new bottom coatings that are on the market as well as some of the many experimental coatings now being worked on to try top solve this huge challenge. In addition, Tom will discus the maintenance of existing coatings in the marinas and how the maintenance practices of those coatings effect the Marinas. While Shelter Island Yacht Basin was the first TMDL, there are now many more designated waters, including all of San Diego Bay. Is a TMDL and a National Pollutant Discharge Elimination System Permit (NPDES) in your future?

Tom co-founded Nielsen Beaumont Marine, Inc. in 1979 along with his partner Mr. Don
Beaumont. Nielsen Beaumont Marine is a full service boatyard located on Shelter Island
in San Diego, California. With his experience in the Marine Industry over the last 35
years, Mr. Nielsen has intimate knowledge of environmental issues as it pertains to both
Boatyards and Marinas, including underwater contamination concerns. Tom is the chair
of the Marine Recreation Committee with the San Diego Port Tenants Association (SDPTA).

owns and operates Tonga Landing and Gold Coast Anchorage, two waterfront marina/brokerage
facilities also located on Shelter Island.

Tom came up in the marine Industry as a yacht Captain and has operated many types
and sizes of vessels. In 1996 he founded ABC Barge & Equipment Co., Inc. ABC Barge &
Equipment is currently involved in supplying the industry with Barges and other equipment
needed for various businesses including the motion picture business, the marine construction
business, the Navy and others needs. In 2001, he founded Catalina Classic Cruises, Inc. CCC
carries passengers to and from Catalina Island in Southern California aboard vessels ranging
from 300 to 700 passengers each. CCC is the primary support for the many and various youth
camps on Catalina Island, transporting over 50,000 youth annually. Tom is married to Geri

Today, with discretionary income down, many activities to choose from, and valuable waterfront property that can be used for a variety of purposes, a winning marina needs to be more. Today's winning marinas must consider amenities desired by the target market, a higher level of customer service, efficient operations, alternative sources of revenue, happy employees, strong relationships with the community and local government, being environmentally responsible, and becoming a destination or even a marina village.

Leigh has worked with the marina industry in California since her arrival in 1984. Before
that she assisted marinas in Brevard County, Florida with hurricane preparedness and
shoreline stabilization. While in the Florida Keys, she owned an outboard motor boat and
maintained it herself. Leigh worked with marinas in the mid-1990s to develop a Marina
Pollution Prevention Manual and with the Coast Guard Auxiliary in 1998 to present "Potti
Training" for Boaters. Since 1999 she has worked to help the boating industry respond to
water quality concerns about antifouling paints. Leigh began working in 2005 to assist
boaters and boating businesses in handling the threat of invasive species on boat bottoms
and potential conflicts with antifouling water quality regulations. She is now conducting
research with economists and invasive species experts on cost and environmentally effective
means for boaters to protect water quality and prevent invasive species. Visit her website
