Dave Chanda is the Vice-President of State Agency Engagement for the Recreational Boating & Fishing Foundation (RBFF). As the former director of the New Jersey Division of Fish and Wildlife, Dave successfully implemented programs to increase hunting, fishing and wildlife-related recreational opportunities in the most densely populated state in the nation. He is an accomplished executive and strong public leader with 40 years of experience and in-depth knowledge of state and federal fish and wildlife issues. As RBFF's VP of State Agency Engagement, Dave works with agency directors and their leadership to enable state agencies to improve the effectiveness of boater and angler recruitment, retention and reactivation (R3) efforts.
Dave is also working closely with the Association of Fish and Wildlife Agencies and the U.S. Fish and Wildlife Service at the National Conservation Training Center in Shepherdstown, West Virginia to develop a continuing education training model for R3, marketing and customer service. This continuing education will provide critical support and training for R3 practitioners to ensure they are being provided the information and tools necessary to ensure success.
Dave is the former president of the Association of Fish & Wildlife Agencies, holds a Master's degree in public administration and a Bachelor's degree in fish and wildlife management from Rutgers University.

Greg Gibeson is the President of Recreational Boater of California, a non-profit advocacy organization in its 47th year of representing the interests of California boaters statewide. RBOC represents about 80,000 boating families. Mr. Gibeson is Staff Commodore of Aeolian YC in Alameda and is a member of Meeks Bay Yacht Club at Lake Tahoe. The Gibesons boat on Lake Tahoe, San Francisco Bay, the Napa River and occasionally, the northern California coast, in wooden boats that he maintains. He also restores classic cars. Mr. Gibeson serves as a Director of the Bay Planning Coalition, a broad and diverse organization that advocates for commerce, industry, recreation and the environment in San Francisco Bay and the Delta. Mr. Gibeson is an attorney.

Bret Gladfelty is an associate of The Apex Group as a governmental advocate specializing in technology, finance and tax related issues.
Bret started his advocacy role in 2012 working as an innovation analyst and advocate for Innovation State. He published several white papers promoting the benefits of doubling California's research and development tax credit (RDC) and streamlining Federal compliance for RDC sunset dates. This idea was first introduced into the California State Legislature in 2013. AB 653 (Perez) introduced the concept of doubling the R&D tax credit along with several other concepts for promoting innovation policy as a single package entitled the "California Innovation Jobs Act."
In 2016, Bret drafted legislation to create the implementation of a state operated digital identity program for California residents. This was introduced as AB 1296 (Quirk-Silva), which would require the Secretary of Government Operations to appoint 10 people to serve as the members of the task force. The bill would require the task force to study the development of an electronic-identity program within California, and to report its findings to the Legislature.
Prior to joining The Apex Group in 2017, Bret co-founded "Consens.io," a public benefit corporation, focused on creating the first "Issues and Solutions" civic tech platform to help local leaders identify issues through community voting and create a dialog regarding possible solutions to community driven issues.
Bret is a graduate of Santa Clara University with a Bachelors of Science in Finance and a Minor in Philosophy and Economics in 2011.

Mr. Ketchum is responsible for strategic planning, analysis and implementation associated with the acquisition, development, and management of a real estate portfolio which includes marina, self-storage, industrial, and office and retail properties. California Yacht Marina owns and operates five Southern California marinas with 2,000 slips located in San Diego and Los Angeles counties. Kevin is also a past president of the MRA. Robert Newsome is the Vice President of Engineering Standards, Membership & Association Marketing for the National Marine Manufacturers Association (NMMA) and the Executive Director of the Boat Trailer Manufacturers Associations (BTMA), responsible for overall membership activities, the Marine Industry Customer Satisfaction Index (CSI) program, and product certification (NMMA Certified) programs for boats, yachts, PWC and boat trailers.
Robert is an active member of numerous technical committees of the American Boat & Yacht Council (ABYC), the Society of Automotive Engineers (SAE), the International Organization for Standardization (ISO), and the National Fire Protection Association (NFPA), representing the marine industry in standards development and technical issues.
Robert has authored and presented on numerous industry, safety and technical topics prevalent to today's recreational marine industry and boater safety, and additionally serves as a television spokesperson for the Discover Boating program. He holds a Bachelors of Science degree from Bradley University, and a Masters of Business Administration from the University of Notre Dame.
Robert is an avid power boater, fisherman and a life-long sailor on Lake Michigan and the lakes of the Midwest.

Sheri Pemberton has almost two decades of public policy and state government experience. Sheri began her career in the California Legislature working for members of the Legislature, including as Chief of Staff to former Assemblymember Ted Lieu.
For the past six years, Sheri has served as the Chief of External Affairs and Legislative Liaison for the California State Lands Commission. Sheri's analytical and problem-solving skills and "can do it" attitude, enabled her to successfully enhance the Commission's legislative, social media, website, and waterfront redevelopment work. Along with developing a new website, social media presence, and media relations strategy for the Commission, Sheri is leading the Commission's development of an environmental justice policy and is responsible for managing state and federal legislation affecting the Commission.
Sheri has core expertise in many environmental and public land management areas, including coastal and resource management, oil and gas decommissioning, climate change, and waterfront redevelopment, and is well versed in the Public Trust Doctrine.
Sheri graduated from CSU Sacramento, earning a BA and MA in Government.

Mark Sandoval is currently the General Manager of the Monterey Lakes Recreation Company, a Division of The California Parks Company. His responsibilities include the general management of the Lake Nacimiento and Lake San Antonio recreation properties, located in wine country in the central Californian coastal area. The two lake properties include lodging facilities, marinas, retail stores, and food and beverage facilities. Mark took this position after retiring from the City of Long Beach, where he managed the City’s marina and waterfront operation for eighteen years. His degrees are from Long Beach State, and he enjoys everything outdoors in his spare time.

Randy has been the President/CEO and a principle with Almar Management Inc. and Almar Marinas for 18 years. He has designed, developed, constructed and managed marinas of all sizes both domestically and internationally for 30 years. The many projects include the renowned Marina Cabo San Lucas in Mexico and the beautiful Ko Olina Marina in Hawaii just to name a few. Dean has been a member of the CYBA since 1993, serving as President in 1996. He is currently the Chairman of the Ethics & Boat Shows
Committees, and serves on the Arbitration and Internet/Media committees.
Dean was among the first California yacht brokers to attain Certified Professional Yacht Broker (CPYB) status, and has served on the
Certification Advisory Council of the CPYB and on the Board of Directors of the International Yacht Council (IYC). He was a Founding
Member of the San Diego Superyacht Association (SDSA), and served on their first Board of Directors. He frequently serves on speaker's
panels for the United States Superyacht Association (USSA). Representing the CYBA, he is the designated representative to the American
Boating Congress, held yearly in Washington, DC.
Dean greatest honor as a yacht broker was in 2002 when he was awarded the Merle B. Parke Merit Award, the highest honor bestowed on a California broker by the CYBA.
