Mark SandersPresident
Mark Sanders
Mark is President of Westpoint Harbor LLC, a full-service big-boat facility located in Redwood City, and the first new marina in San Francisco Bay in decades. He is a former U.S. Naval Officer and has been active in boating for forty years. He is a member of the Bay Planning Coalition, past director of the Marine Science Institute, founded the Cheoy Lee Cruising Club, and spent twenty years planning, building and operating Westpoint Harbor.

Mark’s primary career was in technology, most recently as President/CEO of Pinnacle Systems Inc, a public company serving the television industry. Prior to Pinnacle Mark held various executive positions at Ampex Corporation, and has been a director for a number of public and private companies including Bell Microproducts, LookSmart Inc, Pinnacle Systems, and Accom. He holds an engineering degree from California Polytechnic State University and an MBA from Golden Gate University, and as Pinnacle CEO received nine EMMY’s for technical innovation.

Mark Sandoval is currently the General Manager of the Monterey Lakes Recreation Company, a Division of The California Parks Company. His responsibilities include the general management of the Lake Nacimiento and Lake San Antonio recreation properties, located in wine country in the central Californian coastal area. The two lake properties include lodging facilities, marinas, retail stores, and food and beverage facilities. Mark took this position after retiring from the City of Long Beach, where he managed the City’s marina and waterfront operation for eighteen years. His degrees are from Long Beach State, and he enjoys everything outdoors in his spare time.

Kathy OBrien is general manager for Sun Harbor Marina, a LEED certified property with a restaurant, offices, lockers and 100 slips in Point Loma, California. She has worked in the marina industry since 2005. She earned the title “LEED Accredited Professional” from the US Green Building Council. OBrien has been on the Board of the Marine Recreation Association since 2008. She is Treasurer and Secretary of Clean Marinas California. She is Past-President of San Diego Dockmasters. Prior to joining the marine industry, OBrien practiced as an electrical engineer with a transition to Sales and Marketing. She obtained her BSEE degree from San Jose State University.

Scott is the CEO/President of Emerald Cove Marina, Inc., the sole concessionaire on Bullards Bar Reservoir in Northern California. Emerald Cove Marina has 70 private houseboats moorages and 80 slips for smaller boats. They rent houseboats and small boats in addition to marketing and booking the 165 campgrounds. Scott was a founding partner of Robertson, Woodford & Summers, LLP—a CPA firm located in Grass Valley, California. He is the President of Nevada County Broadcasters, Inc.—an FM/AM radio combination located in Grass Valley, California. Scott lives in Nevada City, California, with his wife of 32 years. He has three grown children.

Bachelor of science degree in Natural Resource Planning from Humboldt State University. Worked briefly for the California Coastal Commission and Tahoe Regional Planning Agency. Have owned and operated two marinas/resorts in California for the past 30 years. The first was Camp Richardson Resort and Marina in South Lake Tahoe and currently Lake Sonoma Resort in Sonoma County. Recently was given the opportunity to develop a new marina facility at Lake Mendocino by the Army Corps of Engineers. Owns and operates Sports City which includes 3 indoor soccer arenas at two locations in Northern California. Commercial real estate investments also include office space rentals and assisted living facilities throughout California. Rick has been a MRA Board member for 25 years.

A San Francisco native, Paul’s early ambitions as a marine biologist were altered when he took a part-time job and became the youngest licensed yacht broker in California. After working as a broker for many years Paul took a hiatus to find the marine industry calling again. In 1996 Paul co-founded KKMI, a company that operates service/repair facilities in Pt. Richmond and Sausalito. Paul’s passion for all things nautical and concern for environment led him to become a Director of the ABBRA and launching their Clean Maritime Certification Program. KKMI has also been recognized by the California Water Environment Association as their “Small Industry of the Year.”

Arron is the owner of the Village West Marina, a 680 berth, full-service marina which services the California Delta Community. He is also the founder and owner of Pellarin Construction Group Inc., a General Contracting Firm and Pellarin Enterprises, a Real Estate Development Company.

Arron’s 35 years of experience in the construction and real estate development businesses haa given him an opportunity to work with numerous City and State agencies. He has also developed and managed numerous large budget real estate projects. He currently holds board seats on the Redwood City Police Activities League, an organization that provides after school services for at-risk youth, and the Redwood City Improvement Association, which is the administrator of public funds dedicated to the beautification and economic vibrancy of downtown Redwood City.

Jim has been with Almar since 1998. Prior to Almar he spent more than 15 years in the hotel/resort business working for companies like Westin and Le Meridian Hotels. Almar operates marinas though out California and Hawaii. Almar is the largest operator of marinas on the west coast with more than 30 years of experience in developing, constructing and operating marinas.

Bill Harper is currently the General Manager of Bidwell Canyon Marina on Lake Oroville in Northern California. It is the home to 800 vessels, ranging in size from a 16-foot sailboat to a 104-foot houseboat. Bill has been a certified marina manager since 2006. He also serves on the Board of Directors for the California Parks Hospitality Association. Bill has been in the marina business since 1981. He enjoys the Pacific coast and, of course, boating.

Eric Leslie is Director of Marina Operations for Beauchamp Realty Inc. based out of Irvine, California. Beauchamp Realty owns and operates marina properties in Ventura County, Orange County and San Diego County. The marina portfolio includes over 2,000 slips and 50 plus employees. Eric has been in the marina management and development business for 30 years and was a founding Director of The San Diego Marine Trade Association in 1988, which eventually merged with the San Diego Port Tenants Association where he has been on the Board of Directors for the past 20 years. In addition to the Beauchamp Realty properties Eric has a minority ownership interest in 3 other marina related properties: San Diego Mooring Company, Pier 32 Marina and Point Loma Marina. Eric is a graduate of San Diego State University with an Economics degree, has a California Department of Real Estate Broker’s License and extensive experience in working with public agencies.

Michael HanSteve Meckfessel
Steve is the largest investor, and manager, of the 770-berth Marina Village Yacht Harbor in Alameda, California. Marina Village is the largest privately owned marina in San Francisco Bay.

Steve holds an MBA from U.C. Berkeley. He is a CPA, a licensed general contractor and real estate broker. In 1980, Steve started as a project controller for Vintage Properties, a mixed-use real estate development firm based in the San Francisco Bay Area. He became an operating partner with Vintage in 1987 in its Marina Village development in Alameda.

In 1992, Steve formed his own development/management/investment firm, SRM Associates, which grew to become one of the most active development firms in the Bay Area. SRM developed or redeveloped over 4 million square feet of commercial office and R&D buildings. SRM also became a leader in the green building field. SRM’s projects included the $300mm University Circle office project in E. Palo Alto, the Ascend/Lucent and Zhone campuses in Alameda and Oakland, Pixar campus in Emeryville and the Peets Coffee and VF/Outdoor campuses in Alameda. SRM’s projects have won numerous design and industry awards. Steve is a frequent lecturer at the Haas Graduate School of Business at the University of California at Berkeley.

Dr. Joshua Burnam is a Partner and Principal Environmental Planner at Anchor QEA, where he specializes in all aspects of planning, permitting and construction management of waterfront projects, including dredging and marina projects on the West Coast. Dr. Burnam has worked on dredging and marina renovation at numerous Port, harbor and marina projects. Prior to joining Anchor QEA, Dr. Burnam functioned as a Senior Regulatory Project Manager and regional Subject Matter Expert (SME) for dredging for the United States Army, Corps of Engineers Regulatory Program. Dr. Burnam was the Los Angeles District Regulatory Dredging Coordinator; Chairman of the Dredging Operations Subcommittee of the Los Angeles Contaminated Sediments Task Force; a member of the Corps/EPA National Dredge Team; Corps of Engineers Representative on the California Statewide LNG Interagency Task-force, and a Senior Regulatory permit manager in Los Angeles County. R. J. Lorenzi was a principal and co-founder of Western Marine Insurance Services Corporation, which was established in 1983 and merged with Norman Spencer Agency in 2008. Specializing in the design and development of customized insurance programs for the recreational marine industry for the United States, the agency has also been instrumental in educating insurance companies about the varied needs of boat dealers, marinas, boat repairers and other businesses involved in recreational marine. They also developed and continue to offer a successful vessel insurance program for the boating public.

Over the years, R. J. has worked closely with both reinsurers and insurance underwriters to provide some of the best-valued products for the recreational marine industry. He has conducted numerous educational programs and seminars for various organizations, including the Marina Operators Association of America (MOAA), the California Yacht Brokers Association (CYBA) and the Marine Recreation Association (MRA).

R. J. has earned both the Certified Insurance Counselor (CIC) and Certified Risk Manager (CRM) insurance designations. He is past President of the Northern California Marine Association, Western Boaters Safety Group and California Delta Chambers. Eric NoegelEric Noegel
As Manager of Project Development for Bellingham Marine’s Southwest Division, Mr. Noegel is responsible for project support throughout Southern California and Western Mexico. His responsibilities include feasibility analysis, market development, marina assessment, lead sales, contract development, engineering management, and project coordination.

Mr. Noegel is the lead contact for Bellingham Marine’s Southwest Division, where his extensive knowledge of engineering practices and customer service strengthens BMI’s ability to provide technical assistance to meet each client’s needs. He consults with customers to develop plans, evaluates site-specific design criteria, recommends innovative methods, and provides expertise on local market conditions. Mr. Noegel is also an expert on the requirements of the Americans with Disabilities Act (ADA) and assists in designing marina access systems to meet these standards.

Mr. Noegel is a member of the San Diego Port Tenants Association, California Association of Harbor Masters and Port Captains, and is a board member of the Marine Recreation Association. He has been with Bellingham Marine since 1996 and since received his Masters Degree in Business Administration with an emphasis in finance.
