Beau Biller, MRA Lobbyist with Platinum Advisors, will give all participants an update on pending and recent California Legislation, and Nicole Vasilaros, Senior Vice President, Government & Legal Affairs for the NMMA, will provide a National Legislative Update. Above all, in this environment it is critical that we all be aware of new and pending regulations and laws and what we can do to impact those actions.

With nearly 30 years of experience in state and federal government, Mr. Biller spent the last 20 years working in the transportation arena.  He ran the California Trucking Association’s (CTA) Government Affairs/Public Relations operation from 1997-2004 and, upon joining Platinum in 2004, is the lead lobbyist for the world’s largest trucking company – United Parcel Service (UPS), as well as the Golden Gate Bridge Highway and Transportation District.  Biller’s interface with state government allows him access to staff and appointees from the Governor’s Cabinet level transportation leads all the way down to the Office of Environmental Health Hazard Assessment (OEHHA) where he advocated for the CTA on diesel toxic air contaminant regulations that would have subjected diesel users to Proposition 65.  Mr. Biller acts as the lead lobbyists for numerous clients with transportation interests, ranging from Design-Build and Performance-Based Infrastructure (formerly Public Private Partnerships) to highways/local streets and roads and High-Speed Rail.

In 1990 he served United States Senator Pete Wilson in the Defense and Foreign Affairs Department. Once Senator Wilson won election as California’s Governor, Beau returned to his home state and began working for Assemblyman Bill Filante (R-Marin).

In 1992, Beau served as Legislative Staff and Committee Consultant for the Minority Ways and Means Committee specializing in budget appropriations. In 1995, Biller served as Committee Consultant for the Chairman of the Banking and Finance Committee. In addition, Beau served as campaign manager for the successful Assembly and Senate Campaigns for Bruce McPherson (Assembly 1994 and Senate 1996).

Beau then joined the California Trucking Association in 1997 as Director of Legislative Affairs and in-house Lobbyist. Beau specialized in goods movement issues and helped re-write the commercial weight fee law, saving the industry hundreds of millions of dollars.

Beau received a B.A. in Political Science from California State University, San Diego.

Nicole Vasilaros serves as Senior Vice President of Government and Legal Affairs for the National Marine Manufacturers Association. In her current role, Vasilaros manages NMMA’s Washington, DC office and oversees the federal, state, regulatory, and grassroots advocacy agenda. Vasilaros specializes in federal relations with a portfolio including fuel policy, international trade, transportation and environmental access. In addition, Vasilaros serves as in-house legal counsel for NMMA's government relations department. Vasilaros has been with NMMA for over 7 years, initially as Manager for State Government Relations responsible for monitoring a 50 state legislative agenda advocating for the recreational marine industry and overseeing the federal, state and legal agenda for the Personal Watercraft Industry Association, a subsidiary of NMMA.

Prior to working for NMMA, Vasilaros was a Legislative Aid to Congresswoman Suzanne Kosmas (FL) handling health care, education and judiciary issues. Vasilaros also clerked for Congressman Robert Wexler (FL) and was a summer associate for The Cochran Firm in Washington, DC. Vasilaros received her JD from the University of Florida Levin College of Law and was a visiting student at Georgetown University Law Center. Vasilaros is a graduate of Emory University. She is a member of the Virginia Bar and currently serves the Administration on the International Trade Advisory Council for Consumer Goods, Sport Fish and Boating Partnership Council and National Boating Safety Advisory Council.
